Structure - Position - Order

The present provision has been developed in order to unite and coordinate efforts of the departments of the State budgetary educational institution of higher professional education Kuban State Medical University of the Ministry of Healthcare od social development of the Russian Federation (hereinafter – the University) on the implementing of scientific research and educational work on the monetary grant of the Government of the Russian Federation №11.G34.31.0065 for the governmental support of the scientific researches conducted under the guidance of the leading scientist in Russian educational institutions of higher professional education on the direction “Investigation of molecular mechanisms and main development directions of new approaches in the field of regenerative medicine and airway and lung tissues manufacturing for clinical use”.

1. General provisions

1. The present provision regulates the establishment and functioning of the International scientific and research clinical and educational Center of Regenerative Medicine (hereinafter – the Center), founded on the functional basis.
2. The center operates in accordance with the existing legislation of the Russian Federation, statutory acts of the Ministry of education and science of the Russian Federation, the Ministry of Healthcare and Social Development of the Russian Federation, the University Charter and the present provision.
3. The center is a scientific commonwealth of the University workers and third-party persons for purposes of effectiveness boost of the scientific and research work of the departments and scientific laboratories of the University, higher level of specialists training, deepening of the latest scientific developments integration into the educational process and practical medicine.

2. Goals and objectives

1. Integration of the scientific and educational facilities of the University jointly with the partners on scientific and research work (scientific organizations, institutions of higher education and innovative organizations) for implementing of scientific and research works in the field of regenerative medicine.
2. Creating of the conditions for training and retraining of scientific and educational research personnel of high qualification in the sphere of regenerative medicine and related medical professions.
3. Involvement of young scientists, post-graduate students and students into the researches of the Center.

3. The main directions of the scientific research implemented on the basis of the Center

1. Implementing of the large-scale scientific and research project in the field of regenerative medicine, oncology, thoracic surgery, transplantology, otorhinolaryngology, stomatology, ophthalmology, pulmonology.
2. Development of the regenerative methods in the therapy of burn patients, in otorhinolaryngology, stomatology, ophthalmology, cardiology, pulmonology on the basis of the innovative scientific and research works, as well as the development of the investigations of the molecular mechanisms of graft rejection.
3. Creating of commercialized developments on the regeneration of tissues and organs on the basis of researches conducted.

4.  Managing and functioning of the Center

1. The Center is provided with the areas, needed for the implementation of the research objectives.
2. The leader, i.e. the leading scientist, undertakes management, control and coordination of the Center work functions.
3. The leader is responsible for the work of the Center, including the scientific and scientific-methods level of the performed works, quality and promptness of the scientific research plan fulfillment, reports on the work.
4. The research team of the Center for the grant implementation is formed as advised by the leading scientist and is confirmed by the order of the Chancellor of the University. The research team can formed only by the workers of the higher education teaching personnel, scientific and research departments of the University, commercial contract specialists, PhD students, post-graduate students, clinical interns and residents and students. The research team can be changed as advised by the leader, i.e. leading scientist, in the course of the scientific research. 
5. Two directions of the fundamental and clinical researches are organized for the purposes of the grant implementation. The heads of the fundamental and clinical researches directions are appointed as advised by the leader of the Center.
6. The members of the research team deliver the report on performed work in course of the scientific research for the relevant period to the leader of the concrete direction. The members of the research team, who are in labor relationships with the University, can deliver the consolidated quarterly report with an indication of the types of the performed work and the members of the research team involved. The members of the research team, who are in the commercial contract relationships with the University, deliver the quarterly report in the frame of the agreement in force. The reports of the members of the research team are coordinated with the leader of the Center, i.e. leading scientist.

5. Termination of the Center work

1. Grounds for the termination of the Center work:

• inexpediency of the further program realization, which used to be the reason for the Center establishment;
• achievement of objectives, set when the Center was founded.

1. The decision on termination of the Center work is rendered by the Chancellor of the University as advised by the vice-chancellor on the scientific and research work and the leading scientist.
